Hadley 20mm front hub play

So I have the freshly built wheel with a 15 ride old Hadley 20mm hub. Wheel has to side to side play when clamped in my fork.

Tried to tighten the side caps with a pin spanner wrench, but to no avail. There is still play in the axle.

Now I don't have the proper tools to tighten the caps, I think it's a 21mm cone wrench kinda tool. Before I go and buy it, anybody have pointers on those hubs?

Fork is a Pike.

ive never had to use the pin spanner on my front hub but i believe it is for small adjustments made on the non-disc side in small incremental turns
Thanks for the PDF. It's probably the first thing they say in the PDF. Need to tighten the end caps. Problem is I don't have flat 25mm wrenches... So filing a cheap cone wrench should do the trick?

yes, it will work just fine. you might be able to even tighten it down by hand in a pinch, which should get rid of a lot of the play. i have some old threaded headset wrenches ive been using for years.
