why not?
the saints are heavy so a lot of people that need a 83mm crankset walk away from shimano because of the weight issue. if there was a 83mm XT crankset those people would maybe stay with shimano.

Because Saint is what they build for DH/FR. As simple as that.

The good thing is that the new Saint cranks have shed some weight. And the fact is that some of the lighter alternatives from other companies are not proving to be up to the task of DH abuse.

Exactly. Saint's are stiff and able to take a lot of abuse, the news ones are loosing a little weight too. Why would Shimano make 83mm XT's that could bend under intended riding when the approprate product already exists? Unless they want more XT's coming in for warranty ;)

By definition, if you have an 83mm BB, then you have a FR or DH bike. 95% of people would not want to run XT anyway due to the fact that Saints or others exist already. XT works in DH if you are light and smooth. And if you are light and smooth, you probably have a bike that has a 135mm rear spacing which does not use an 83mm BB anyway. I would rather keep my Saints...
