The UCI doesn't randomly pick resorts to bestow a race upon. The local org and mountain present bid proposals.
If the US doesn't have races, it's because the US race orgs, clubs and resorts either don't care or can't make the numbers work. It's harder to make the numbers work if your government doesn't support the sport, as many other governments do. It's harder to make the numbers work if you don't have worthy mountains near population centers or if the sport isn't compelling to a larger audience.
