does moab have lifts for riding that run year round?

Not year 'round, no...
Pretty sure there is a shuttle bus or 2 running year round. Call a local shop , the shuttles pick up at all of them.
The only biking-related lift Moab had - to the Rim freeride park and DH course - is now closed, as in out of business. 
shuttles run $10-$20 but they only leave once or twice a day, I'm not sure they run during the heat of the summer or the coldness of winter but spring and fall they're going strong. SprungShoulders is right about the lift being out of business.
As said previously, the lift service riding is closed down now
