cassette spacers question.

So I was given this balfa minuteman that has a problem, the chain rubs onto the frame on the smallest and second smallest cog, so right now it has a 9 speed, so I was wondering if putting a spacer on the outside of a 7 speed cassette would work to aliviate the problem?

If not, what else there's to do? I am in the process of restoring the bike and this seems to be the only problem with it. Here's some pics: http://imgur.com/a/AQ9f5

Why not just adjust your low limit screw to prevent the chain from shifting into the two smallest cogs?
You could get the range you want with a slightly larger chainring, if that turns into a problem.
