lighter \ thicker WT oil in a shock.
will it impact only the low speed rebound and compression? or will it also impact the high speed?

IIRC yes it affects high speed. fluid "weight" is really a measure of viscosity, which affects how it flows through the ports, regardless of which part of the suspension circuit is active

My logic says that oil passes through the slots will go more smoothly
But oil that needs to break through Shims, will still need to use force. so maybe it dosent matter for high speed?

no, it will still affect high speed, maybe not as noticeably as non-shimmed ports.
