No, it should be fairly easy to find a 24t ring. Shimano, Race Face and others make them. I think it is the standard size for Shimano mountain triples now.
I like their stout quite a bit as well. Basically an imperial stout, quite good and pretty inexpensive around here for what it is.

Between the two rims you mentioned, if you are worried about strength, the DHXs may be better. 729s are great rims, but have been known to crack around the eyelets and things like that (but they still keep going for a long time from what I've seen).

I agree with others not to go for the Hayes 9s. I had some a while ago and they were fine, but almost anything else made in the last few years performs better and has better ergonomics. Cheap Shimano, Elixirs or even Juicys would probably be a better choice and wouldn't cost much.
If you are used to clipless pedals, it shouldn't matter too much what you get in terms of feel and getting used to them.
FWIW I use 105 pedals and find them pretty good, especially for the cost. Not hard to find under $100 new or used.
Agreed with Mike; it's not much of a difference.
I think too much is made of crank length given the small variances in length. 5mm will probably not make a difference between having a ton of pedal strikes and being fine.

There doesn't seem to be much point to me in running tubes if you are willing to buy UST tires. Buy some Stans and UST tires and try it out tubeless. If it doesn't work out, put tubes in. I have not run tubeless on DH bikes, but have had good luck with it on AM and XC bikes.
