I just got done reading the new "OUTSIDE" article about Victor Hugo Pena, and then I see Johan Bryneel, USPS director sportif announces he won't be riding in the tour this year.
Funny thing is, he mentions a few times how D.S. use and abuse Colombian cyclists....

Bruyneel says that he tested Pena and Noval head to head for strength and Noval came up stronger at this point in the season. So he picked the younger, stronger rider. Can't see anything wrong with that.

Or perhaps because he is leaving for the new Columbian team next year ?

Ya, could be that. No point in giving a future rival more experience.
