I have a set of 26" slicks that have been sitting around unused for a few years. The rubbers fine but the sidewalls are fraying a bit. Is there any way to stop this, or recondition the sidewalls, make them less dry? Any help on this would be great.

Toss 'em and get some new tires. Once they've started to fray, there's nothing you can really do. I mean, you might put a little Vaseline on them to reduce their dry-ness, but they would just dry out again.
Ride them until they fall apart. You could try using some sort of flexable glue on them but I wouldn't bother. You may get lucky and they will last until they wear out or they may not last long it's hard to tell.

You could blow out the sidewall and roll the tire right off the rim. Of course this is most likely to happen when you're cornering hard, and when such an accident would be the most potentially harmful.

swiss_less,
Vaseline, or for that matter, any petroleum product, will cause rubber to degrade rapidly. Not recommended.

They will keep fraying and develop little holes, which turn into big holes, which turn into a tire falling off, or worse, and accident. I had a set of tires do the same to me, and the little string got into my cassette and rear derrailuer, bad times.
