The 646's are the big Dh platform clipless pedal with the grey cage not the silver cage. Anyways the spring tension is nonexistent. Not in the actual clip mechanism but how it rotates in the cage. The cage is also loose...the plastic black thingee at the end of the pedal is loose as well and was wondering if this thing holds the pedal together? Anyway to fix this? These pedals only have like 4 days of riding on them.

I just rebuilt mine last Saturday in BB after smacking a BIG rock..
If I was near you now, I'd fix in a jiffy..
well, you need this special Shimano SPD peds tool. It's a gray plastic with the weird fitting for the plastic locknut (where the plastic bushing is) on the peds. You need to loosen that and pull the axle out. If you look inside the shaft, you'll see a phillip's head screw, tighten that. That holds the black plate thingie on the outside part of the cage. Grease everything up (especially the dry as hell bushings) and re-install the plastic locknut. Play with the preload (tightness). If it's too tight, the peds won't spring back freely... If this is confusing (cuz I'm kinda confused myself), I'll show next time we ride in BB... cool?
now get a real bike, bud!:D

For a temp fix, you can try turning the black cap (clockwise) from the outside. I had a little success doing that before I broke down and overhauled the pedals.

my silver cage ones 545 i think were doing the same thing. Shimano replaced them instantly at ste anne. They must have swapped out about 200 pairs of pedals for racers, no questions asked. Gave me new cleats too for 3 sets of shoes
