U.S. to Take North Korea Off Terror List

TOKYO — North Korea took a step on Thursday toward reintegration into the world community and rapprochement with the United States by submitting for outside review a long-delayed declaration of its nuclear program.
The Bush administration almost immediately announced it would remove the country it once described as part of the “axis of evil” from the State Department’s list of state sponsors of terrorism and also lifted some sanctions.
“This can be a moment of opportunity for North Korea,” said President Bush, announcing the declaration at the White House. “If it continues to make the right choices it can repair its relationship with the international community.”
Looks like Bush is giving into Terrorism :biggrin::biggrin::biggrin::banana:

I'm confused, as far as I know they haven't sponsored any terrorist groups or committed acts of terrorism since the 80s, so why keep them on the state-sponsored terror list?

Honest question, is there any clause in the state-sponsored terror list policies WRT to nuclear proliferation? Two separate issues, but it seems awkward to downgrade North Korea's level of "threat" when they're selling plutonium enrichment tech to Syria...

Well, while their brand of terrorism isn't like Baader-Meinhof or Al Quada, they have been multiple incursions into South Korea, via tunnels, submarine, and just across the DMZ; that I would imagine SK's are still fearful.

Those are acts of aggression, but certainly not terrorist acts. Technically, the countries are still at war.
