I recently pulled apart the headset on my bike, assuming that it was a 1" threaded headset. However through further examination and many measurements it seems as though I have a 1 1/8" threaded headset. The steertube measured 1 1/16" respectively. I'd never heard of such a thing until I decided to look them up and see, and sure enough, rare as they are they do exist.

My question is this,
Would I be correct in assuming that due to the fact that I have a 1 1/8" headtube diameter, that I may utilize a fork built for a 1 1/8" headset and just do a total conversion from threaded to threadless?

Yup, just get a new threadless headset, and a stem (I assume you already have a fork) and you'll be all set.

As long as you get a threadless headset, you should be able to use a fork with a 1 1/8" steerer. Just be careful if buying a used fork that the steerer tube is not already cut shorter than you need it to be.
