Sounds great doesn't it? The initial reaction - Wow, things must be getting better! A TURNING POINT has been reached. All peaches and cream from now on. The insurgency is over, terr'ism is defeated and everyone is free to eat Mc**** and sell us their oils.
But wait, think about it for a second. First off, well, none of that has happened. What has happened is America's watered-down, watered-down targets and ambitions have now plummeted so far that it looks like they might even be met at some point. Petraeus even thinks that he might be able to let a couple of percent of the troops go home, that's how crap the targets are. And that is the real 'turning point'. Congrats.
