One thing that bugs me more than anything is the lack of admissions of guilt.

Millar and Meirhagen were caught with EPO and came clean, and while I cannot condone it, they paid their price and were welcomed back.

Landis, Basso, Ullrich, and even Hamilton have denied denied denied, even thought the proof is there.

I think it sucks.

I'm not sure what sucks more: denial, or admitting to it and summing up the positive test as 'bad luck' (a la Meirhaghe).

Denial sucks way more, because they are counting on the public being really stupid and easily manipulated. After a while, I start to feel like maybe I'm being stupid for believing anyone. At least those other guys are honest.

They should have reduced penalties for admission before being found guilty.

Penalties? I was thinking awards.
