The judge leading the investigation into the Spanish doping ring has closed the case without laying any charges after concluding that no offences were committed under Spanish law.

Well that means that part two of this can get started.
Now all the files and evidence collected can/will be released to the UCI and the various national federations for action. It will be interesting to see how that all shakes out.

I think a case for suspensions can be made without the level of proof that a legal case might require. For example, David Millar was busted without ever failing a drug test.

The police found used syringes of epo in his house. I'd say that's a level of evidence most courts would feel was sufficient, especially taking into account his subsequent confession...
