Does the Reba with Poploc (for 29ers) require the use of the Poploc, or can it be used manually by reaching down to the fork?

You need the poplock. The part on the fork is spring loaded to return to unlocked without the cable pulling on it.

How do the Rebas perform?

The only 29er forks I've used are Mavericks which are super plush.
