Nieghbor has a Peugeot bike sitting in his back yard

My old nieghbor moved out very quickly, and left alot of stuff behind, when i was retriving a ball from his back yard, i noticed a "classic" Peugeot rodie sitting in the very back coner of his yard, and my old nieghbor had the same bike, though it is a little rusty, it looks quite pimp. Next door are a bunch of Mexicans, that are illegals, and living in the house in exchange for working on it. Should i go next door and ask him if i can have it for 20 bucks or something, or is it not worth it. I highly dubt they evn know its there judging by the fact that it is way far from his hous behind a bunch of bushes and cactus, Is it worth giving him some money for it, as i dont have a road bike, and recintly got a new mtb, so im broke,

A little bit of surface rust might indicate something worse inside. Take a small open end wrench and lightly tap the tubes (everywhere, but especially by the rust spots) to see if you hear any drastic tone changes that can't be justified (joints, bosses, ect).
