The answer is in fact Iraq. One of the executive orders issued by Paul Bremer removed all import tariffs and quotas, the only nation with no economic barriers of any kind.

Ah. None of the black people I know use those terms. There is a patois that some black people use in Britain (and also some "whiggers" - white people who talk like they're black) but it's not the same.
