They appropriataed the money to help promote the Alaskan Salmon industry. Much like tax dollars are spent to promote Washington apples, or whatever your states big industry is. I think it's a pretty clever promotional campaign and i think they got Alaskan airlines to foot half the bill .
What's the problem? Would you rather see the money spent on street Billboards, or TV commercials? Or do you have a problem with your legislation spending tax $ to promote your states largest industries?

NEA’s Beer Can House
The National Endowment for the Arts, which received over $120 million in FY06, awarded $10,000 to the Orange Show Foundation in Huston, Texas, to restore the Beer Can House, a structure lined with beer cans, intended to house future artists-in-residence.
I think they should have spent that $10K on a terrorist seeking missile.
