Okay I'm new to Paypal and am looking to buy a fork having set myself up with an account. Once he has the payment how can I be sure that he sends the goods? Is there some kind of COD option?

Any tips/hints would be great.

There isn't, and being in canada, you do not qualify for the protection plans. Use your CC to pay, then you can always protest the charges.

Yeah I was going to use my CC via Paypal. Okay so there is the risk that this guy is going to scam me. He's in Oregon so I could just drive there and pick up the forks.... it's an option.

dont use paypal, just have him ship it cod, safe for both of you.

There is an extra charge for COD shipments. If the person you are buying from is PayPal verified, you have nothing to worry about. If he doesn't ship the item, file a claim with PayPal. He has 10 days to respond and make it right or you get your money back.
I use PayPal everyday and I have it linked to 4 different bank accounts. I have only had 1 problem with a seller and my money was refunded.
