I just installed a USR V.92 PCI USR5610B modem, XP Pro.

When it connected it announced a rate of 115.2 Kb, which I am confused by. Why so high?

That is the port speed to the modem, not the modems connection rate.

All it means is the computer communicated with the modem at 115.2 kbps.

The connection rate is pretty arbitrary anyway. I've never been quite sure where Windows gets this measurement from, since, over the years of dialup, I've seen connection rates lower than my actual modem speed and much higher, and it typically doesn't affect my download speeds.

My guess is that Windows just takes a measurement at connection and reports that as your connection speed. I don't really know, though.
