Wheelbase Measurements???

When bike manufacturers quote wheelbase measurements are they true wheelbase measurement...ie. include the fork offset, or is it measured from the rear wheel to a line drawn down inline with the headtube?

Without it, that would make it a "Head angle to rear axle" measurement. :D

not to mention we'd need to establish a plane of reference of direction of measurement, most likely specified by some kind of ISO9000 standard and requiring lasers and GPS. I think circle to circle might be easier.....
