It's not really a plan, more like the ideas you have before you have a plan. He has some goals he'd like to achieve. If you read the 'plan' there's a whole lot of 'we need to do this' but not a whole lot of specific 'hows'.

Neither is the evil shrub's attention span. I saw more of it last night on the news. Just more of the "stay the course" BS. He said he greatly increased the money local commanders are allowed discretion to spend. Most of them weren't using it anyway. But a few of those that did made good use of it.
