tightening bolts on horizontal dropouts

Whats the torque spec for nuts securing a solid axle to horizontal dropouts? I don't want to overtighten them, but I've been cranking down on 'em pretty hard and I still have problems with the wheel slipping loose when I bounce on the rear wheel. Anything I can do to fix this?

a bmx/single speed style chain tesioner will solve the issue, make sure you run one on each side, they cost like 15 or 20 bucks apice and will save you allot of headacches

You're running tugs on each side and it's still slipping? I didn't think that was possible. :confused:

I've never heard them called "tugs" so I really don't know what you're talking about. I have the two bolts w/ little locknuts that secure the axel from slipping in towards the bike, but I do not have the ones that mount over the back of the axel to keep the wheel from slipping away from the bike and out of the dropouts, is this what you are talking about? All of this would be easier with pictures, but oh well. Thanks anyway.
