I was going to aska question but since found out the answer, so for your benefit:
q:how do you glue the base tape back onto the tubbie once you've fixed a flat, or if it has peeled of for some other reason?
a:barge cement (http://www.shopping.com/xGS-barge_cement~NS-1~linkin_id-3069917) works well according to Leonard Zinn and from another source so does Latex cement
q:to get gunked up glue off an old rim?
a:add some new glue, and the old glue will soften up.
