If I were to buy a 2001 Psylo XC (brand new), I can ge the newer bushings installed free of charge right???

...would seem to be no, based on a search of the web. What led you to believe replacement would be free?

...from what I heard it would be free because it's Rock Shox fault they designed the fork with bushings that were too short. I've heard of a lot of people sending their forks back in to get fixed.
