So, just a quick question, word on the street last year was that American Pro's no longer needed a UCI point to compete at a world cup. I recently heard that the rule stating this was over turned. Is there any truth to this, do Americans have to qualify once again?

Very true indeed. Last year, even a semi-pro could race at a world cup so long as they had the right international liscensing. This year, that just isn't the case.

On a side note, you going to Sea Otter?
So I found the rules on USA cyclings website. Turns out that to race DH you need to be a pro with a point, but for 4X and XC, any pro can race. Read item #1 of the registration procedures.

That doesn't surprise me. If UCI had balled up at the last minute that would have surprised me.

i found out last weekend there
was a uci race in Juarez/El paso
two weekends ago
that awarded top 10 uci points!
if you will a ambc dh you will receive a UCI point.
