Cassette spacers

My new wheels should be in at some point this week, i'm going to use black pvc pipe and a profile 16t cog. Does anyone know what size PVC i should get? Is it measured in inside or outside diameter?

oh, and i'm 99% sure that a 8/9sp freehub body is 40mm wide.
