I was particularly interested where it was quoted that opium is the "main engine of economic growth and the strongest bond among previously quarrelsome peoples"

So it's damned if we do and damned if we don't. Cracking down on herion will stifle economic growth and threaten stability. It wouldn't surprise me if the efforts to crack down on the opium trade are half-hearted window dressing as the alternative may be worse.

To disclose a certain amount of personal illumination, i'm a drug addict and one of the reasons of why i quit is i simply didn't want to be part of the government judicial system. A sort of reverse rebelling train of thought i suppose. If you dabble more than the average joe in narcotics and such you're essentially creating a reason for supporting someones salary in the "system".
This of course is a simplistic convoluted reason out of a myriad of many more reasons though.

lol, if drug laws were TRULY enforced, the economies and lives of a few hundred million people on earth (i dont thin am exagerating) would take a big blow or collapse.
